Oscar Waters is a self-important man, accurately described as "pompus" and "self-centered" . He takes himself very seriously, talks himself up, and frequently attempts to take charge of other people.

Oscar has been described as handsome. His grandson, Nicholas Waters, bears close resemblance to him.

Alice Lidell[]
Former coworker and then wife, Alice was initially very timid working with him on radio, but a little more confident by the end of the Wing Beats ritual. It is unclear how or when they became a couple.
Patricia Roland[]
Former coworker, Patricia was sharp and willing to push back against Oscar where Alice wouldn't. They seemed to butt heads a lot, but Patricia seems to remember him with some degree of fondness.
Michael Waters[]
Michael is Oscar and Alice's son and only known child. Oscar introduced Michael to sorcery, esoteric arts, and taught him how to record. They sometimes performed rituals together, and spent time seeking rituals for immortality and extended life.
